The Department of Ecology and Environment of the Autonomous Region decided to carry out the post-event supervision work in the environmental impact assessment of key industry construction projects in the whole district. The specific matters are hereby notified as follows:

First, "look back" range

From 2016 to 2018, key industries such as petroleum processing, chemical, non-ferrous metal smelting, cement, paper, flat glass, steel, bio-fermentation, pesticides, medicines, dyes and their intermediates approved by the eco-environment departments at all levels in the district. The environmental impact report (form) of the construction project, as well as the environmental impact report (table) of the construction project with serious violations of laws and regulations and high environmental risks, will be “reviewed”.

The eco-environment department should focus on checking the EIA approval behavior and the legality of the approval process and the compliance of the approval results; the technical evaluation institutions should focus on checking their technical evaluation capabilities, independently conducting technical assessments on the EIA documents, and submitting assessment opinions according to the regulations. Whether there are arbitrary charges; the environmental assessment unit should focus on supervising whether it is operating according to the law, ensuring that the data of the EIA document is true, the analysis method is correct, and the conclusion is scientific and credible; the construction unit should focus on supervising its compliance with the law. Third, the time schedule

(1) Self-examination phase (March 1 - April 20, 2019). The Eco-environment Bureau of the local-level city and Ningdong Base Management Committee is responsible for organizing the self-examination of the post-event supervision of the environmental impact assessment of key construction projects within the jurisdiction, and forming a self-examination report and a list of key construction projects to the Autonomous Region Ecological Environment Department.

(2) The spot check phase (April 21-May 20, 2019). The Autonomous Region Ecological Environment Department relies on the EIA information network reporting system and the list of key construction projects provided by local governments, and organizes relevant industry experts to conduct spot checks by means of a combination of EIA documents and on-site inspections at the project site to form a list of issues.

(3) Notification stage (May 21-May 31, 2019). The Department of Ecology and Environment of the Autonomous Region notified the spot checks and dealt with the violations found in the “Looking Back”.

(4) The stage of rectification (June 1st - June 30th, 2019). The eco-environment bureaus of the local and municipal Ningdong base management committees are responsible for organizing the rectification plan for the jurisdiction, and rectifying and implementing them one by one, and reporting the rectification plan and rectification implementation to the Autonomous Region Ecological Environment Department.

Fourth, the relevant requirements

(1) Raise awareness and strengthen organizational leadership. The ecological and environmental departments at all levels must fully understand the necessity and importance of strengthening post-event supervision in the EIA, strengthen organizational leadership, clarify tasks, implement responsibilities, and ensure that the “review” work is effective.

(2) Strengthening the management of environmental assessment and improving the quality of environmental assessment. According to the principle of “who approves, who is responsible” and “territorial management”, the eco-environment departments of cities, counties (districts) and Ningdong management committees must effectively strengthen the reform and technical evaluation institutions and environmental assessment units of the EIA “distribution service”. supervised check. Standardize the management of environmental assessment, strictly implement the regulations on the classification and classification of the ring, and not change or reduce the category of the EIA documents without authorization, and may not approve or split the approval.

Strengthen the supervision and management of the EIA institutions and establish the integrity files of the EIA units and personnel. Strengthen the quality management of EIA, strengthen the technical review of EIA documents, and notify the approving department if there are major technical quality problems in the technical review. For the impact of the approval conclusions, it is required to take corrective measures to effectively resolve environmental risks, and review the technical review of EIA documents. (3) Strict discipline and strict accountability. The problems found in the “Looking Back” should be corrected in a timely manner, and the behaviors that do not strictly implement the relevant provisions of the grading approval and classification management of the EIA documents should be strictly investigated. The environmental impact assessment unit violates the relevant national environmental impact assessment standards and technical specifications, resulting in the construction of the project environmental impact report (form). The basic information is obviously untrue, the content has major defects, omissions or falsehood, and the environmental impact assessment conclusion is incorrect. Or if it is unreasonable and other serious quality problems, it shall be punished in accordance with the Law of the People's Republic of China on Environmental Impact Assessment.

Those who do not attach importance to the "reviewing" work, as well as misreporting, reporting key projects, providing false information, etc., will be notified and criticized. If the circumstances are serious, the relevant personnel shall be strictly investigated according to relevant regulations.
