“Preventing problems before they happen” Clean production promotes environmental protection for printing companies

In recent years, the concept of green environmental protection has gained widespread acceptance among the public, making pollution control and environmental protection a shared commitment across society. Compared to the high costs and limitations of end-of-pipe treatment, the "prevention-first" approach not only effectively addresses major pollution issues but also helps save energy and reduce resource consumption. This management philosophy is highly valuable and deserves broader promotion. Clean production is not a new idea. Its origins can be traced back to the 1960s when the U.S. chemical industry began implementing pollution prevention audits. The term “cleaner production” emerged more formally in 1976, when the European Community introduced the concept of “eliminating the root causes of pollution” at an international symposium on waste-free processes. In April 1979, the European Community Council officially launched the Cleaner Production Policy. Over the following years, the European Community Environmental Affairs Committee approved three grants to support cleaner production demonstration projects in 1984, 1985, and 1987. Since 1989, the United Nations has been promoting cleaner production globally, leading to the establishment of clean production centers in eight countries around the world. China officially incorporated cleaner production into its national agenda with the release of “China’s Agenda 21” in 1994, designating it as a key project. To further promote cleaner production, improve resource efficiency, reduce pollutant generation, protect the environment, safeguard public health, and support sustainable development, China enacted the Law of the People's Republic of China on Cleaner Production Promotion in 2002. A revised version came into effect on July 1, 2012, marking a significant step forward in the country's environmental policy. The implementation of the new “Law on Cleaner Production” in 2012 accelerated the adoption of cleaner practices across industries. The National Development and Reform Commission, Ministry of Environmental Protection, and Ministry of Industry and Information Technology jointly issued a notice outlining the revision plan for the national cleaner production evaluation index system. Among the listed standards was the “Printing Industry Cleaner Production Evaluation Index System,” which was expected to be completed by the end of 2015 and jointly released by the three ministries. Clean production enables enterprises to shift from passive end-control strategies to proactive, source-based approaches. By implementing comprehensive process controls, companies can significantly reduce or eliminate pollutants during production. In the printing industry, clean production has become a critical measure for advancing green printing, reflecting a company's social responsibility and contributing to sustainable development. Through these efforts, businesses can develop practical pathways to implement green printing effectively. In 2007, Beijing initiated clean production audits for industrial enterprises. By 2012, the Beijing Daily Newspaper Group Printing Center became the first printing company in the city to pass a clean production audit. In 2013, companies such as Hualian Printing, Lifeng Accor, and Shengtong Printing followed suit, launching their own clean production initiatives. On April 1, 2015, Beijing officially released the local standard for the “Clean Production Evaluation Index System - Printing Industry.” Clean production is now being implemented systematically in the printing sector, with cities like Beijing and Guangdong leading the way. Printing companies are now entering a mandatory phase of cleaner production. In June 2015, an expert review team from the Shanghai Clean Production Promotion Office, the Municipal Economic Commission, and the Pudong New Area Environmental Protection Bureau conducted an audit at Shanghai Yanyin Company, highlighting the growing emphasis on clean production across the country. Clean production is not just an environmental responsibility; it also brings tangible business benefits. It is a long-term, continuous improvement process that requires sustained effort. To ensure its effectiveness, clean production must be treated as a strategic initiative, integrated into daily operations, and institutionalized to help companies achieve energy savings, reduced consumption, lower pollution, and improved efficiency. Data from 2012 shows that after completing a clean production audit, the Beijing Daily Printing Center increased its output value by 23.52 million yuan, saved 4,000 cubic meters of water, reduced annual water consumption to 53,600 cubic meters, and saved 255,000 kilowatt-hours of electricity, lowering annual power usage from 4.992 million kWh to 4.737 million kWh. Similarly, companies in Guangdong, such as Dongguan Jinbei and Shenzhen Zhonghua Business, have achieved both environmental and economic benefits through green printing certification. Despite the challenges of high initial investment and short-term financial pressures, the government has introduced subsidies and incentives to support cleaner production. Since 2005, Beijing has completed over 500 clean production audits. According to preliminary data, more than 8,000 clean production programs have been implemented, saving over 10 million tons of water annually, reducing electricity costs by 250 million yuan, and cutting soot emissions by over 1,400 tons. Companies that complete clean production audits receive a subsidy of 150,000 yuan. During the "Twelfth Five-Year Plan" period, 249 units received support for clean production audits, with a total of 25 million yuan allocated for audit subsidies. We firmly believe that the continued promotion of cleaner production will enable printing companies to fulfill their social responsibilities while boosting revenue, ultimately contributing to the sustainable development of China’s economy.
