The potential for high-speed development of recycled PET

Due to the low technical barriers to entry into the recycled PET fiber industry and low investment, many companies have entered this industry. However, these enterprises generally do not have the ability to develop new products, and there is almost no scientific research investment. Companies are not considering how to expand market demand, but are trying to seize market share with low prices. These enterprises mainly produce short fibers, including 6-20D solid short fibers, 1.5D short cotton fibers, two-dimensional hollow short fibers, and three-dimensional hollow short fibers, accounting for 40%, 35%, 15%, and 10%, respectively. %.

In 2005, China's polyethylene terephthalate (PET) resin production capacity reached 21.5 million t/a, and its output and consumption was 13.9 million tons. Huge consumption has made millions of tons of used PET resin produced annually in China. As a kind of thermoplastic engineering plastics, PET resin is of high value and can be easily processed into various products after recycling. As a result, the renewable PET industry in China is developing rapidly. In 2000, the production capacity of recycled PET resin in China was only 1.5 million t/a, and the output was 1.35 million tons. In 2005, the production capacity has reached 4.5 million t/a and the output is 2.3 million tons. At present, there are only 389 companies engaged in the production of recycled PET fibers in China. Due to fierce competition, the operating rate has dropped from 90% in 2000 to 55% in 2005. Some companies have stopped production.

The application of recycled PET in the non-fiber field in China started late, but it has developed rapidly. In the food-grade and non-food-grade bottle applications, the proportion of recycled PET used in food-grade packaging bottles is the largest, and only 20,000 t/a produced by Beijing Yingchuang Recycling Resources Co., Ltd. will be put into operation in 2006. Food hygiene related certification, other are directly added to the PET bottle tablets recycled PET bottle tablets in A grade (blending rate of 10% -15%), and PET bottles produced by this method can not be used for food packaging .

The production capacity of other recycled PET products is: 0.6 to 1.0 million t/a for plastic steel, 12,000 t/a for sheet, and 12,000 t/a for zipper. The application of recycled PET in many new areas such as spunbonded nonwovens is still a blank and needs to be developed.

Lack of planning in the industry

The recycled PET industry can be divided into two sub-sectors: PET recycling and reprocessing PET. Currently, there are many problems in these two sub-sectors:

PET recycling cleaning industry

There are many companies currently engaged in this industry in China, among which small enterprises with production capacities of 2000-3000 t/a account for more than 95% and less than 20 companies with production capacities of more than 20,000 t/a. Most of these enterprises are in urban-rural areas and there is basically no environmental protection facilities and sewage treatment equipment.

Recycled PET processing industry

China's recycled PET processing industry mainly produces fibers. In recent years, the capacity of recycled PET fibers has expanded blindly. According to incomplete statistics, only in the first half of 2002-2006, the capacity was expanded by nearly 3 million t/a. Blind competition between enterprises, some newly added companies, because they did not do sufficient market research, are not familiar with the operation and management of the polyester industry, and soon faced a serious business crisis after production.

The main consequences of the above reasons are:

(1) Recycling of environmental pollution The waste water discharged from the company's cleanliness is discharged at random. Solid waste that cannot be used is piled up everywhere. This causes serious pollution to the environment and water resources and should be highly valued by relevant government departments.

(2) soaring prices of raw materials

Because the domestic waste PET bottle recycling capacity can not meet the excessive expansion of fiber production capacity, the shortage of raw materials has become a bottleneck in the development of the industry, and companies compete for raw materials, resulting in soaring prices of raw materials. Taking the bottle price of three-dimensional hollow fiber as an example, it was 3200-3800 yuan/t in 2001, and it has now risen to 7000-8000 yuan/t.

(3) The decline in corporate profits

In recent years, the average price of recycled fiber products has basically stayed in the range of 8500-11,000 yuan/t. Excluding the increase in the cost of labor, transportation, and production materials, only the soaring price of raw materials has caused the entire industry to be at a low profit, and many companies are at a loss. edge.

(4) Initiation of international trade disputes

Since 2002, many companies have been competing to export recycled PET fiber to compete for price competition. According to Customs statistics No. 5,503,2000, the number of short-fiber exports has doubled in the past three years. In 2003, it exported 65,000 tons and earned foreign exchange of US$87 million. In 2004, it exported 144,000 tons and earned US$140 million in exports. In 2005, it exported 230,000 tons and earned 210 million yuan. Dollars. In the meantime, the price of Europe’s exported waste PET bottles for export to our country soared from 30 Euro/t in 2000 to the current 450-500 Euro/t. However, the export prices of recycled PET staple fiber in China are continuously declining. Taking recycled PET three-dimensional hollow short fibers as an example, the FOB average price in 2004 was around US$1200/t, which has now dropped to US$1,000-1050/t. A large number of low-cost exports of recycled PET short fibers led to international trade disputes. On March 19, 2005, Europe imposed anti-dumping duties on China's PET short fibers. In 2006, the United States began to conduct anti-dumping investigations on China's PET short fibers.

Urgently needed to support national policy

The recycled PET industry is a circular economy industry encouraged by the national “Eleventh Five-Year Plan”. According to the statistics of the China Chemical Fiber Industry Association, only 1,300 companies supporting the recycled PET fiber plant will be employed, and 30 people will be employed for each production line. Recycling PET bottles alone will solve the employment problem of 40,000 people. If coupled with the needs of its related supporting industries (such as auxiliary materials, logistics, equipment manufacturing, services, etc.), the renewable PET industry can drive 800,000 - 1 million people's employment. The recycled PET industry has made outstanding contributions to the country’s economic development and building a resource-saving, environment-friendly, and sustainable development-oriented harmonious society. However, at present, the industry has not received the attention of the relevant state departments, and it also urgently needs national policies. Support and encouragement.

(1) VAT supporting policies

Suppliers in the recycled PET industry are mostly small-scale material recycling and cleaning companies. They basically do not provide VAT when they supply renewable PET production companies. ccfei is the world's best chemical fiber and plastics website, and recycled PET processing industry sells goods. Must be issued VAT ccfei is the world's best chemical fiber, plastic website. As the current level of profitability in this industry is already very low, it is impossible to bear the 17% tax without deduction. Zero input tax, 17% of the output tax, is in itself inconsistent with the national industrial policy of sustainable economic development. Therefore, the industry calls on the relevant state departments to introduce taxation policies as soon as possible based on the characteristics of the recycled PET industry, and proposes to change the VAT to business tax.

(2) Import of raw materials

1 The quotas for the import of used PET raw materials approved by the State Environmental Protection Administration have not been allocated in full accordance with the characteristics of unbalanced production capacity among regions, leading to increased costs for some enterprises. In addition, the frequent changes in the inspection requirements of waste PET importers have also increased the company's production cost control by adding many uncertainties. For example, the bottled bottled import policy is not allowed. Commodity inspections can only import broken PET flakes from waste residues <1%. Because of the high cost of overseas cleaning and processing, the actual situation is that most of the waste PET raw materials imported are broken only unwashed bottle tablets. The pollution of such waste PET raw materials has not only not been reduced, but the cost of classified cleaning has increased. Because the equipment used to process unwashed broken PET flakes is 20%-100% higher than the equipment used to process the entire bottle, the recovery rate for used PET is reduced by 10%-15%. 2 The State Environmental Protection Administration shall review the policy of restricting the import of waste PET bottles, as long as the company can establish a pilot project of a recycled PET processing park in accordance with the requirements of the pilot park for waste metal recycling and processing. In the case of customs, commodity inspection and environmental protection supervision, the State Environmental Protection Administration It is possible to liberalize the restrictions on the import of bottled bottles for the pilot parks.

(3) Tariff Code Design

The current system of customs codes in China is too general. A 55032000 tariff code covers all PET staple fibers. We look at customs codes in the United States, Canada, and other countries and found that they coded a number of sub-items for different specifications under 5,503,2000. For commodity inspection and customs concerns about how to identify the native PET fiber and recycled PET fiber from technical means, it is recommended to test whether there is a third monomer (IPA). If the customs code is further refined, it can fundamentally solve the anti-dumping problem of foreign exports to China's recycled PET fiber.

(4) Increase scientific research investment Encourage enterprises to increase investment in scientific research and development, produce more recycled PET products with high added value, upgrade the product structure of enterprises, and increase the competitiveness of enterprises.

Development proposals

(1) Drawing on the practices of large-scale raw material purchases in developed countries, China will set up a purchasing price alliance for recycled PET industry in China to increase the ability of Chinese companies to negotiate the price of imported PET bottles. Since 80%-90% of exports of recycled PET bottles in developed countries are dependent on the Chinese market, as long as we can establish an effective purchase price alliance, we can control the unreasonable increase in the prices of imported bottle-bottles.

(2) With reference to the practices of developed countries, a certain amount of recycling tax will be levied in the form of legislation on the manufacturing and use of disposable PET packaging materials to subsidize the recycling and recycling of waste PET packaging materials in China. Input. Ultimately complete recycling of waste PET packaging materials.
